On page 9, on Exhibit A, Under Staffing and Oversight, question 4, it states, “Provide an internal staffing plan to operate and coordinate the One-Stop center and oversee the partner system. Delineate areas of responsibility and indicate efforts to maintain optimum staffing levels to operate the center.” |
The term "partner system" refers to the public workforce system as defined by WIOA and represented by co-located service providers at American Job Centers, however, a virtual "partner portal" exists on each of the OMJs' websites. |

According to Exhibit C: WIOA Career Services Program Budget Instructions “Indirect costs cannot exceed 10% of the Total Direct Program Costs unless your agency has a Negotiated Federal Rate (attach a copy).” Will SAMWA COG honor the indirect cost rate options per the Uniform Guidance [2 CFR 200.332(a) (4)]? In accordance with 2 CFR 200.332(a) (4), all pass-through entities in sub-awarding some or all of the Federal award to eligible sub-recipients must approve either:
- The Federally-negotiated indirect cost rate,
- The 10% de Minimis rate, or
- Negotiate an indirect rate with the sub-recipient, which can be based on a prior negotiated rate between a different pass-through entity and the same sub-recipient. If basing the rate on a previously negotiated rate, the pass-through entity is not required to collect information justifying this rate, but may elect to do so.

The job descriptions are developed by the service provider and not the WDB. The WDB does not prescribe specific staff or roles for service delivery; it is up to the provider to determine staff roles and coverage. |
